Why the boatman pushes the bank with an ore to take the boat away from the bank of a river?

When a boatman takes the boat away from the bank of the river, he sits in a boat and pushes the river bank with his ore. When the boatman exerts a force of action on the bank with his ore, the bank exerts an equal and opposite force of reaction on the boat. Hence, the boat moves away from the bank.
