Why should the lower block of the pulley system should be of negligible mass

Efficiency η of system of n pulleys is given as, begin mathsize 12px style eta space equals space 1 space minus space fraction numerator w over denominator n cross times E end fraction end style
where w is the total weight of lower block alongwith pulleys in it. E is the effort.
 
Efficiency is reduced due to the weight of lower block pulleys. More the weight of lower block pulleys, less the efficiency.
Hence for greater efficiency, the pulleys in the lower block should be as light as possible.
