why is there partial reflection and partial refraction at the boundary separating two media???Why both occur when light hits the surface obliquely??

Refraction is taking place when light is passing through opticaly transparent mediums because
light travels with different speed in different media depends on the refractive index of that media.
 
Light is scattered by any object, but the surface of the object is smooth perfectly plane surface
all the scattered light becomes parallel if the incident light is parallel. We call this phenomenan as reflection of light.
 
Hence in an optically transparent object has perfectly plane smooth surface, light is partially refracted and partially refracted.
