why for good voltage regulation Zener Current >> Load Current?

typical circuit for getting regulated voltage over a range of load current using zener diode is shown in figure.
Total current drawn from unregulated power source is sum of Zener current Iz and load current IL .
I = Iz + IL
If Iz  >> IL   , means Iz is the maximum current that can pass through zener diode which is much greater than load current,
so that when load current is less or not drawing any current all the current will pass through zener diode and
this maximum current as per specification zener diode is limited using the resistance RS.
 
For example if Iz is 1 A, load current can vary from 0 to 990 mA for good regulation, by assuming
atleast some 10 mA current should pass through zener diode to give the regulated zener voltage.
This is the reason for recomending Iz  >> IL  to use zener diode to get regulated voltage for wide range of current
