Why does Pb(NO3)2 not respond to brown ring test?

The major reason of that is, when we add freshly prepared ferrous sulphate, the lead nitrate present in solution reacts with it.
Together, they form lead sulphate (white precipitate) that pevents the formation of brown ring.
To perform this test, the precipitate must be filtered and the test should be performed with the filtrate (test for nitrate ion).
