why does electric current carrying wire behaves like a magnet?

Electricity and magnetism are not different. They are one and the same. They are together called as electromagnetism.
Electricity and magnetism are diffrent aspects of electromagnetism.
Actually the question should have been asked in other way, i.e., why magnet is behaving like current carrying wire.
Behaviour of current carrying wire that showing the magnetic effect is the basic principle and phenomena found in nature, just like each and every object attracts mutually giving rise to gravitational field. The phenomenan of current carrying wire showing magnetic effect is observed and the law is stated that relates the magnitude of current and magnitude of magnetic field.
It is considered current carrying wire loop is a magnetic dipole. Similarly in ferromagnetic material, electron's spinning motion and its orbital motion around the nucleus are acting like a tiny magnetic dipole. What we see the magnetic effects of magnetised ferromagnetic material is due to the combined effect of the tiny magnetic dipoles associated with each and every atom of ferromagentic materials.
