why does coloumb`s force act between two charges only in the line joing their centres?

This is due to the basic properties of electrical charge. Like charges repel each other. Opposite charges attract towards each other.
Force of attraction or repulsion from one charge to other charge will be directed along the direction so that minimum work will be done by the force. This requirment leads to the direction of action along the straight line joining the two charges which is the least distance between the charges.
