why does a positive charge produce high potential near it while a negative produces low potential near it?

Expert Answer
Potential at a point is related to the net sign of collection of charges that produces the electric field.
By definition, potential at a point is defined as the workdone on a test charge for bringing it from infinite ditance to that point in electric field.
test charge is always considered as positive. Hence the net sign of collection of charges is +ve, potential at apoint is positive.
If the net sign of collection of charges is -ve, potential at a point is negative.
