On an inclined plane (or hill),
              normal reaction from the plane = the component of weight(mg)of vehicle  perpendicular to the plane (which is mg cosθ where θ is  angle of inclination) only 

whereas on a level ground,
                   normal reaction = the entire weight(mg) of the vehicle.

Friction is directly proportional to the normal reaction, so tyres experience more friction on level ground and hence hold a better grip than on the inclined plane.
