Why do iar is an insulator yet it contains positive charges of different gases?

Each medium has a number of charges in it but wether the medium will conduct electricity or not depends on wether the electric field between the two electrods or plates across the battery is high enough to accelerate those charges.
This electric field is inversely proportional to th edistance between the two plates for a given potential. Thats why when we bring the two terminal close enough in air there is a spark. That spark shows the conduction of electricity through air as the required minimum potential is attained.
