At the Tripuri session of the Congress in 1939, Gandhi advised Bose not to stand for re-election as President of the Congress for a second term. However, Bose did not pay heed to the advice, stood for re-election and won against Gandhi’s choice - Pattabhi Sitaramayya. Gandhi saw this as a personal defeat and as a result, 13 members of the Congress Working Committee resigned.

A request was then made to the President to nominate a Working Committee according to the wishes of Gandhiji. A majority of the delegates who had voted for Bose also reconfirmed their confidence in Gandhi. Soon, the Gandhi wing began to oppose the President in everything, making it impossible for him to function. As a result, Bose resigned from the Congress in the year 1939.
