The terms related to potential difference are e.m.f., terminal voltage, etc.
 
e.m.f.: When the cell is not connected in a circuit, that is, when no current is drawn from the cell, the potential difference between the terminals of the cell is called e.m.f. (electro motive force) of the cell.
 
Terminal voltage: When cell is connected in the circuit, that is, when current is drawn from the cell, the potential difference between the terminals of the cell is called terminal voltage of the cell.
 
Terminal voltage is always less than the e.m.f. of the cell. It is not a form of current. It is a form of voltage across the two terminals of the cell.
