who has the authority to withdraw advance from the contingency fund?

Expert Answer
The Contingency Fund of India is placed at the disposal of the President to enable him/her to make advances to meet urgent unforeseen expenditure. However, approval of the legislature for such expenditure and for withdrawal of the amount is required.
