Waves created on the surface of water pond by vibrating surface are kind of transverse as well as longitudinal waves. 
Waves created by an oscillating electric field in air are form of transverse waves only. 
Sound waves travelling under water are longitudinal waves. 
Thus, the waves created by an oscillating electric field in air can only be polarized. 
Thus, the correct answer is option (b) - II only.
