Following were the suggestions of Archibald, the Principal of M.A.O. College, on the content of the Muslim Deputation Address:

1. The address should start with a proclamation of absolute loyalty to the British crown.
2. There should be an expression of fear and apprehension in the Address regarding the fact that the Muslims are in minority in India and that the general system of elections would harm their interests as a community.
3. There should be a request for some form of ‘nomination’ or ‘representation’ on the basis of religious belief.
