Following were the obstacles o German unification:

  1. Austria being an old conservative power in Europe refused to give up the leadership of the German Confederation.
  2. France was extremely cautious about having a stronger and larger Germany lest it became a rival in the balance of power in Europe.
  3. Groups of German nationalists fought for the emancipation and unification of German lands. However, this was not done under the leadership of a strong state like Prussia.
