The Vernacular Press Act and the Arms Act were passed in the year 1878 by the Lord Lytton administration. The former was effectively an ag gag legislation against the vernacular press. Severe restrictions were placed on local language publications and printing anything critical or ‘anti-British’ was prohibited. The Arms Act mandated all Indians carrying arms to obtain a licence for doing so. However, Europeans carrying arms did not have to obtain any such licence.
