Following were the groups of British Provinces under the Cabinet Mission Plan:
Group A - It would consist of six Hindu majority provinces - Madras, Bombay, Central Provinces, United Provinces, Bihar and Orissa.
Group B - It would consist of three Muslim majority provinces - Punjab, North West Frontier Province and Sind.
Group C - This would include Bengal and Assam. Delhi, Ajmer-Marwar and Coorg would join Group A and Baluchistan would join Group B.
A province could opt out of any group and join another by a majority of votes.
