A covalent bond is formed by sharing of electrons.
When one of the bonding atom is more electronegative than the other, the sharing electron pair spend more amount of time towards the more elctronegative atom. It results into formation of partial negative charge on more electronegative atom and partial positive charge on less electronegative atom that is dipole.
This type of covalent bonding is called polar covalent bonding.
