PMO refers to the Prime Minister's Office. It consists of the immediate staff of the Prime Minister of India, as well as multiple levels of support staff reporting to the Prime Minister.
Legislature refers to the Lok Sabha and Rajya Sabha. The Prime Minister is the leader of the Lok Sabha and thus he is a part of legislature.
