Usually dielectric is electric insulator but can be easily polarised by an external electric field or in simple language dielectric can hold charges that's why  dielectric are used in capacitor to increase there capacitance. That means they hold more charge.  If some material has dielectric constant k then the capacitance of a capacitor get increased by k times if we use dielectric.
