According to the question,
d = 3.5 cm, r = 1.75 cm, h = 12 cm 
The quantity of icecream = volume of cone = begin mathsize 16px style fraction numerator πr squared straight h over denominator 3 end fraction equals fraction numerator 22 cross times 1.75 cross times 1.75 cross times 12 over denominator 7 cross times 3 end fraction equals 38.5 space cm cubed end style
The area of water = Curved surface area of cone = Πrl 
l = begin mathsize 16px style square root of straight r squared plus straight h squared end root equals square root of 1.75 squared plus 12 squared end root equals 12.13 end style
The area of water = Curved surface area of cone = Πrl = begin mathsize 16px style 22 over 7 cross times 1.75 cross times 12.13 equals 66.715 space cm squared end style
