Arunachal Pradesh is located in the inaccessible parts of North-east India. It is a mountainous region with a rugged terrain. Some of the areas of the state are located in the upper Himalayas which have the Tundra climate and hence are not habited by humans. The state does not have a flat land to support high population density.

Uttar Pradesh is located in the fertile plains of the Northern Indian Plains. Fertile soil with good rainfall support extensive agricultural activities. Due to flat plains the development of various infrastructural facilities like transport and communication has also led to the development of various industries in the state. All these reasons have resulted in a high population density in Uttar Pradesh.

Therefore, the state of Uttar Pradesh has high density of population while Arunachal Pradesh has a low population density.
