Yes they all can be charged in the same way.
Charging of a material involves a basic principle of creating a charge imbalance.
the difference comes in the part of how a material holds the charge and what happens when the charge flows in it,
In all the materials charge reside at the surface only and even conductor has static charge if it is insulated electrically from surroundings.
