the follwing is a line in NCERT:
 
A very low level of lactose of expression of lac operon has to be present in the cell all the time, otherwise lactose cannot enter into cell.
 
what is the reason for this? why lactose will not be able to enter the cell if present in more conentration?

Of the three structural genes of the lac operon, lac Y codes for the protein Beta-galactoside permease. This protein is responsible for the transport of lactose inside the cell. In the absence of this protein, lactose cannot enter the cell. Hence there should always be some basal levels expression of the lac operon so that the three structural proteins coded by the operon are always present in the cell.
