Expert Answer
When the fan is switched off, the fan do not comes to rest immediately as there is still rotational inertia acting on fan which keep on moving. According to the Newton's first law, the unbalanced force must act on a body to change its state of motion. So when the fan is switched off the external force of air friction acts on the fan and bting the fan to the rest. Thus, the frictional force of air acts as external force on the fan to stop it.
