We know that the magnetic declination at a place is the angle between magnetic meridian and geographic meridian at that place.
Here given that the declination at the place is 20°. i.e. the angle between the magnetic meridian and geographic meridian at that place.
Let Ng and Sg represents the geographic north and south
Nm and Sm represents the magnetic north and south
i.e.  
 
Given that the declination at a place is 20° west. 
In the figure, NmSm is 20° west of NgSg.
For the ship to reach geographic north, the ship must be steered at (25 +45)° = 65 °
i.e 65 ° east of magnetic north as shown above.
