Sugar industry is seasonal in nature so why it is ideally suited to the cooperative sector?

Sugarcane industry is seasonal in nature. It means that it employs people for only few months in a year. It is suited to co-operative sector as sometimes both the farmers and the owners of the sugarcane mill may work together with each other to benefit one another. While the farmers may sell his produce directly to the mill owners, the latter may buy sugarcane directly from the farmers. This avoid the exploitation of the farmers by the moneylenders. This also help in stabilising the prices of sugar, gur and jaggery.
