State the value and significance of the Preamble in the written Constitution.

The Preamble has much Constitutional significance. These are

  1. The Preamble outlines the basic character of the State and represents the essence, the philosophy and the ideals of the entire Constitution of India. Over a period of time, many amendments have been made to the Constitution, but the basic features cannot be altered.
  2. The Preamble consists of five basic features of the Constitution - Sovereign, Socialist, Secular, Democratic and Republic. This reminds people of the four ideals of the State, i.e. India should secure to all its citizens Justice, Liberty, Equality and Fraternity.
  3. In order to interpret the articles, it is necessary to refer often to the Preamble which should form the basis for interpretation. This is because disputes and ambiguities are to be resolved in a written Constitution.
  4. The Preamble is not justifiable, i.e. its provisions cannot be enforced through a court of law. However, it gives proper direction to achieve a common goal to the government of a country.
