Carbonate (CO32- ) is the conjugate base of the weak acid HCO3- so when CO32- is placed in water, it reacts to some extent with the water and takes away a proton from it and produces HCO3- and OH-. Now we know that OH- is a strong base so the solution of sodium carbonate becomes alkaline.
The reaction is as follows:
CO32- + H2O ----> HCO3- + OH-
