Option B is correct.
In compound A the positive charge is stabilised by double bond in terms of resonance, in compound B lone pairs of oxygen are available for donation and in case of compound C, there is no such stabilisation for the charge. hence option A is the correct answer.
Always remember that order of donation of pair electrons is lone pair > bond pair.hence in the above case option B is the correct answer.
