Sir water flows through pipe when we open tap because there is pressure difference. pressure is force per unit atea.  Newton first law states that an object doesn't change it's position until an external force is applied. So how Newton first law is valid.

Water in closed pipe is in high pressure greater than atmospheric pressure. when you open the tap pressurised water is exposed to
atmospheric pressure. This pressure difference due to atmospheric pressure is the force that driving the water.
 
Assume an object is raised to height to gain potential energy. when the object is released in gravitational field, It falls towards ground.
Here gravitational force is driving the object towards ground.
 
Object raised to height with potential energy is equivalent to pressurised water in a closed pipe.
gravitational force is equivalent to pressure difference due to exposure to atmospheric pressure.
 
It was stated earlier newtons first law or second law is applicable to  chage of state of motion.
 
First law is qualitative that describes force is the cause for change of state of motion.
 
Second law describes the effect of force that is measured quantitatively in terms of change in momentum or acceleration.
