As shown in figure, when block-A moves with speed 2 m/s towards left, the string length l connected to block to pulley
also decreasing at the rate of 2m/s . Horizontal distance S of block-B in front of big block is  ( l cos37 )
 
S = l cos37  ;  dS/dt = (dl/dt) cos37 = 2 × 0.8 = 1.6 m/s
 
Block-B is moving at a speed 1.6 m/s, when the string makes angle 37º with horizontal
