Sir please compare (II) and (III), that which will be more basic and please explain it

The increasing order of basicity is: II < III < I
 
 
 
There is a slight difference in the basicity of (I) and (III), that is the nitrogen is part of the ring in compound (I), and in (II) nitrogen is attached to the ring.
 
As it is part of the ring its structure will be rigid and hence its basicity is more than (II).
 
And In the case of (II) and (III), 
The nitrogen present in (II) is sp2 but it does not take part in the resonance hence it will donate the electrons but because of positive charge on sp2 nitrogen atom is less stable hence it is less basic than rest of others.
