Let X be the algebraic expression that has to be subtracted from 2a+6b-5 to get -3a+2b+3.
So, 
2a+6b-5 - X =  -3a+2b+3
that is, 2a+6b-5 - (-3a+2b+3) = X ....(Isolating X to one side)
that is, 2a+6b-5 +3a-2b-3 = X
so, 2a+3a+6b -2b-5-3 = X
so, 5a+4b-8 = X
That is, the algebraic expression that has to be subtracted from 
2a+6b-5 to get -3a+2b+3 is 5a+4b-8.
