sir i wanted to know that how the effective nuclear charge experienced by outer electrons is related to : (a) positive charge on nucleus (b)atomic no.

Atomic number (also number of protons) decides the effective nuclear charge. Also, since it is number of protons and nucleus is made up of neutron (no charge) and proton (positive charge), the effective nuclear charge is basically positive charge on nucleus.
