As you argue " current is defined in terms of coulumb per second", so you can also argue that charge is defined in terms of ampere sec, and nothing will be wrong.

For the unit or quantity to be fundamental, it's almost important how precisely, efficiently and conveniently it can be measured. Alongside these there are some historic reasons for current being fundamental quantity.
