1) Convert the speed in m/s.
 
2) The reaction time is the time interval when the person sees the boy and presses the brakes. In this time interval, the person covers the distance say 's'.
 
3) Use this distance and the speed in m/s to find the time as t = d/v. You should get the answer as 0.25 s.
