Let us assume tension in the string is T, and let's say mass 4 kg is moving downward with acceleration a
So for 4 kg we can write 
4g - T = 4a....... (1)
For mass 10 kg
T -(10g sin30 + fr) = 10a
Here value of fr = 0.7×10gcos30
Again 
T - (10gsin30+0.7×10gcos30) = 10a
T -( 5g +  6g) = 10a
T - 11g = 10a...... (2)
Solving (1) and (2) we get 
a= g/2 = 5ms^-2
T = 60 N
