Let r cm be the position of equlibrium with respect to the origin O.
 
By coluomb's inverse square law we have,  begin mathsize 12px style 16 over open parentheses 11 minus r close parentheses squared space equals space fraction numerator 4 over denominator begin display style open parentheses 5 plus r close parentheses squared end style end fraction space space space space o r space space space fraction numerator 11 minus r over denominator 5 plus r end fraction space equals plus-or-minus space 1 half space

if we consider positive sign and solve for r, we get  r = 1/3 , which is physically not possible becuase
if test charge is placed in middle of given two charges the resultant force is always in one direction and equilibrium will not be arrived.
 
if we consider negative sign and solve for r, we get r = - 21 cm
