suppose the given poly is p(x)

then x-2 is a factor of p(x) implies that

p(2)=0

so

4a+2b+14=0

so

2a+b+7=0...(i)

since  division by x-3  leaves a remainder of 3

so we must have

p(3)=3

i.e.

9a+3b+33=3

i.e.

3a+b+10=0...(ii)

solving  (i) and (ii)  we will get the values of a and b.
