Voltage across parallel plate capacitor without dielectric ,  V = E0×d ,
where E0 is the electric field without dielectric and d is the separation distance of plates
 
After inserting the dielectric material with dielectric constant K, electric field is reduced to E0/K.
In this question there are two sheets of different electric material.
 
Hence V = (E0/K1)d1 + (E0/K2)d2 ,
where K1 and d1 are dielectric constant and thickness of mica.  Similarly K2 and d2 are dielectric constant of fiber sheet
 
we are given E0/K1 = E0/8 = 6.4×106 V/m; hence E0 = 8×6.4×106 V/m = 51.2×106 V/m;
 
hence voltage V = 6.4×106×10-3 + [ (51.2×106)/2.5]×0.5×10-3 = 16.64 kV
