When a concave mirror forms a image of distant object, mirror-to-image distance is considered aa approximate focal length, because light rays coming from distant object is approximately parallel and parallel rays are getting converged to focal point of mirror.
As per the scale reading given in the question, focal length of given concave mirror is 10 cm. (12-2)
 
But distances are measured from the pole( geometrical centre) of the mirror. In the given diagram the stand of the mirror is placed at location pointed by 2 cm, but the pole is placed around 1.5 cm. If we take the pole as reference focal length is 10.5 cm.
I do not know what is the intention of the author of this question. Hope I am not confusing you. Please consult with your teacher if you are not clear about this
