Parent chain has 4 carbons.

Functional groups present in the hydrocarbon are hydroxyl and ester.

First preference while numbering is given to ester group then the hydroxyl group.

See to it that the functional group gets the least numbering while numbering the carbon atoms.

We have Bromo group attached to 3 carbon atom and a methyl group attached to 2nd carbon atom.

So we now have the structure ready as per the IUPAC nomenclature.

The IUPAC name is Methyl 3-bromo-2-hydroxy-2-methylbutanoate.
