The normality of oxalic acid depends on the number of protons it can give away. Those are two from H2C2O7 and not from the dihydrate that is 2H2O. Dihydrate is just water of crystallisation which is neutral in nature.
Hence, even if both the statements are true, statement 2 is not the correct reason for Assertion statement.
