Voulmetric flow rate = Area of crosssection × speed of fluid
 
Volumetric flow rate of River-1 = A×V
Volumetric flow rate of River-2 = 2×A×(V/2) = A×V
Volumetric flow rate of River-3 = 3×A(V/3) =  A×V
 
total volumetric flow rate flowing in River-4 = 3×A×V
River-4 crosssection = A
 
flow speed in River-4 = (3×A×V) / A = 3×V
 
hence spped of water in R4 to that in R1 is 3:1
