Energy conservation is always observed. No energy is lost, only it's converted into some other form.

So reframing the question as "Is it possible to have a collision in which the all the energy is converted into completely different energy form?"

Yes, a particle and it's antiparticle when collide, called annihilation, their masses are completely converted into radiation carrying equivalent energy.
