Please explain this three tier federation of cabinet Mission. I did not understand how provinces can group with executive and legislature? And in above para it is written that union should have an executive and legislature. Does that have any connection?

Answer:

The three tier federation proposed by the Cabinet Mission consisted of three levels of the government.

On the top was to be a Union of India embracing British India as well as the Indian States, but dealing only with foreign affairs, defence and communications.

The intermediate tier was to comprise "groups" to be formed by Provinces (if they chose) to deal with certain common subjects. 

The bottom tier was to consist of Provinces and States in which were to vest all residuary powers.
