Please explain the reasoning for I-V characteristics of solar cell. how is it possible that the voltage is zero and there is corresponding short circuit current ?

The IV graph of a solar cell is drawn considering short circuit current and open circuit voltage.
V0 is open circuit voltage of the solar cell and Is is the maximum current i.e., short circuit which can be drawn from the cell.
 
 
The short-circuit current is the light-induced current that occurs when the load in the circuit is zero. That is when both the positive and negative terminals of the solar cells are connected together. Also, it is the point where the power output of the solar cell is zero.
