Please explain the answer. I tried to do this but I kept on getting 3000 ppm. Please clarify with the complete steps. Thanks.

Concentration in ppm can be evaluated by using following equation:
 
C(ppm) = msolute (mg) / msolution (kg)
Hence,
450 mg / 150 kg = 3 ppm is the answer.
